Numerous community leaders, contributors, business-owners and elected officials of East Alabama strongly encouraged Joe to run for the upcoming open seat in Alabama's Third Congressional District in 2002. This seat is being vacated by incumbent U.S. Rep Bob Riley, who is running for Governor in 2002. Since his race in 1998, Joe has maintained fertile relationships and strong name identification in the counties of East Alabama. Joe's surprisingly strong finish in 1998 against incumbent Bob Riley has solidified Joe as an instant front-runner for the 2002 congressional race. Joe is making the rounds and has found overwhelming support for his candidacy in general election since winning the Democratic nomination in June. It is widely believed that the redistricting of the congressional seats by the Alabama Legislature in August of 2001 will favor the democrats, solidifying Joe's place as the 3rd district's front-runner. In 1998, Joe garnered some 42% of the votes and the endorsement of 5 of 7 daily newspapers in his race against Congressman Riley. His business, community and environmental work since his race in 1998 kept him in Alabama's spotlight of leadership.
